i don't use that phrase. we don't use it because that's not actually what we're talking about about, is it? rather than getting bogged down by terminology but as it turns out people are not actually using, let's refrain and boil it down to what it actually is. it's too fundamental belief systems. it's the belief that when we spend where we are irresponsible and shortsighted, and then it's in the belief that the government has an important role to play by investing in our people who in turn allow us to innovate and grow. and to distill that even further, it's what my parents taught me. its values, its individualism, pull your self up by your bootstraps mentality versus what's good for my neighbor is good for me. so it's a set of values, it's how we think and informs the decisions that will make and how we live our lives and where we live. we're going to lose that if we continue playing on the right field by only playing defensively rather than going on the offensive. we must lay out a vision for the future and

all of us interested in getting a cybersecurity bill but none of us liking what is before us -- well, obviously the proponents of the bill like what's before us. but two other groups are very concerned about further needs in the bill. let me just say that we have an alternative called "secure i.t." it is cosponsored by eight of the ranking members of committees and subcommittees that have jurisdiction over cybersecurity. senators mccain, myself, chambliss, grassley, murkowski, coats, burr, and o johnson are w sponsoring a bill that could -- are cosponsoring a bill that would pass the house and go to the senate. my concern with the bill on which we're voting on cloture is on the process, because we have not had are chance to amend this bill and the majority leader is attempting to vote cloture, fill the tree, so that we are not able to put any amendments on this bill at all. and it is a bill that will not get 41 votes, for sure, and there are many others who are very concerned about the substance of the bill. you can't have a bill with no amendments that is this important and this tech
